PHASE was launched in 2008 by HRH Princess Haya Bint Al Hussein, wife of H.H. Sheikh Mohammed Bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai. The PHASE initiative creates a competitive environment that encourages all the partners in this sector to excel and be on par with international standards and quality programmes related to all fields of special education.
